and cons about the speed traffic solar signÑthat it helps slow speeders
down/others say they speed up to see how fast they can get it to readÑbut most
agreed that we all need to work together within the community and with the

of actual concerns to Chuck Jordan at 593-3300Ñconcerns are also on Old Creek Rd.
but will mainly work on Ocean for now.
Officers will be invited back for Oct. 3 Mtg. to provide additional

Co. PlanningÐKerry BrownÑLoprena Project as brought up by C. Sugimuto & M.
Jinks is possibly going to be re-scheduled; planner is R Hostetter; basement
issues currently follow UBC within the SSN; storm water concerns will also be addressed
Co. Public WorksÐNolaÑthe council was sent a letter today regarding the
burden of costs for receiving Nacimiento Water within CSA10A. A loan for construction for $545,000
was borrowed from CSA10parent fund & approved. It will be paid back
with interest as connection fee is revenue is realized. The length of the loan depends on new
construction and hook-ups.
Cayucos Chamber of Commerce-Bill Shea- Sept 19 all invited to CC Mtg. at 5:30 VetÕs
Annex Rm.; Oct. 21ÑStreet Faire; Nov. 3 Car show is sold out; Nov. 19 Wine
Festival; ALSO, the CC will be
getting involved in the garbage cleanup up in the vacant hills above Cayucos
Supervisor Gibson:
á Briefly addressed that the Viewshed Ord. Will be
before the Planning Commission for review because of changes, however a possible
extension is being requested beyond the 40 day turn-around so hearing date may
change.
á Re: hillside accessÑPublic Works may have approval to
install gates to prevent vehicular access if seen to be as an unsafe provision;
access can possibly be blocked
á Hardee Park-the bad news is that General Services
confirmed that replacement will be greater than $100,000; but the good news is
that the project will be kept on a fast track
á Library Summit on Nov. 3 will be at the
Atascadero Lake Pavilion Ðlibrary services as we currently know, will be taken
to a new level
COMMITTEE REPORTS:
Land Use: will meet Mon. Sept. 17. a few new
referrals have been received; an agenda of all will be sent out closer to the
meeting date to list all projects being reviewed/ etc.; a new rendition of the
proposed 143 Ocean Ave. project was presented and ultimately referred back to
the LUC for review and input [see minutes of 8/01 CCAC Mtg.] and to be brought
back to the council on 10/3/07 meeting
Public Safety: street
light outages need to be reported to PG &E with exact pole # sitedÑis
either in metal or painted on every pole; will continue discussion with Public
Works re: sidewalks; permits, encroachment, rules, regulations.
Recreational Planning/Creek cleanup days in Cayucos possibly; Land
Conservancy does last weekend in Sept. prior to the rainy season to flush out
debris as most creeks are dry to very low flow
Community Members Margaret and Bob Bretz presented a flyer
ÒCitizenÕs AlertÓ re: speeding on So. Ocean Ave. to discuss; concerns were brought about due to the repaving &
widening that seem to only increase the existing problems of speeding, unsafe
passing, & aggressive driving.
Along with the increase in the amount of traffic and having a designated
bike route now, there appears to be a greater danger safety issue for all
concerned. Possible remedies would
be for greater law enforcement, more stop signs, reduce speed limits,
crosswalks, traffic calming measures.
OLD BUSINESS; [items B & C--moved here for discussion by the President
to accommodate County employees present for these subjects.]
Dave Flynn of Public Works was present to address
concerns. Stated that speeding is
a concern in ALL communities, especially after fresh paving and widening of
streets occurs. Enforcement is the
key to a solution. Stop signs
usually designate the right-of-way at intersections; they are not a means for
speed control, but rather Òdemands respectÓ. Because of concerns expressed will look again at the
distribution of traffic, the right of ways, conflicts, pedestrian traffic, bike
ways, etc. and potentially consider moving the business district speed limit as
well as looking at 13th St. and Ocean. KEY: educate people on the down town stripping as many are
confusedÑperhaps get a letter out, but work together as a town. Will do some videoing of the road to
look at the speeds and see how the 3EÕs applyÑengineering, enforcement,
education. Will have more concrete information to go on.
RE:
driver feedback sign on 9th and Ocean. Might possibly relocate but will look
at the unbiased monitor feedback it provides.
Motion: {Bill Shea} Consider placing the feedback sign one block
south on Ocean 912th St.) on the west side by the condominiums, to
assist in calming traffic and decrease the speeding [2nd-John
Carsel] Roll call vote of 12

did not carry. Most felt more data feedback needs to be obtained, better
input from traffic professionals, and a means of having greater flexibility
within resources in order to better review options available.
Location of Park Ride: Tim
Gilman of SLO Council of Governments [SLOCOG] reported that having a park ride
location is to hopefully foster a means of having better bus stops and
connections. In 2005 three
locations were recommendedÑ3rd St. around the Park; Studio Dr near
the traffic signal and working with General Services at the Cayucos/Morro Bay
Cemetery. There would be some
funding for enhancements available.
It was asked as to who utilizes the transportation, which end of town
provides the most riders?
Currently no data has been obtained. It was thought that getting a more targeted audience would
obviously provide for better decision making. SLOCOG should perhaps do a survey on their bus riders. Currently RTA shows that rider-ship is
up 7-13% every year. Any location,
but especially at 3rd St/the park and Ocean asks the question of
where or how will additional parking be provided. Further information will be needed, but wanted to address
the issue now

Business:
C. Request for two-30 minute parking space in front of 299 Cayucos Dr.Ñcommercial business across from the elementary school was discussed at this time since Dave Flynn of Public Works was present to answer any concerns.
Disccussion was that the property owner
wrote the county for the request due to the current construction occurring at
the school and with school back in session. Parking has become extremely impacted and school personnel
are parking long term infront of the business, and in front off the mail
delivery box. The council asked if
this would be permanent, would it set precedence for other businesses, was it a
reasonable request., and how would it be enforced MOTION [J. Carsel] to
allow Public Works to designate two-30 minute parking spots in front of the
current business, InStitches, located at 299 Cayucos Dr.. However, these perhaps would not be
permanent 30 minute parking spots, as they would come under review again in
12-18 months. 2nd[L. Fishman] Roll call voteÑ14 yes, one

letter would be written to Noel King, Director of Public Works.

what Nola had reported re: CSA10A and also thanked the council committee that
worked diligently and hard in the past to get the lower allocation fees for new
connection fees.
CSA10A/concurred
with the report/letter as presented by Nola on Naciemiento Water and thanked
the efforts of the committee that also worked hard to achieve this.

Utilities;
Old Business:

Advisory council
priorities responses were received from nine members. Lists were specifically for CayucosÕ needs, wants and musts;
Class I Issues-county wide that affects everyone; Class II affects to particular communities and Class
III-organizational, administrative and internal to councils. It was certainly
agreed upon that this was a most confusing task, but was worked out and will be
forwarded by the Chair.
Other items were discussed
and noted above with the prescence of Dave Flynn from Public Works.

core was deferred

Handout of the
Storm-water Pollution prevention and Discharge Control Ordinance was handed out
to all council members to review, read and have comments, concerns ready at
next months advisory council meeting.
First public hearing is scheduled 11/27 tentatively; comments are due
Nov. 5. .
Good of the Order: asked if any action would be taken on the letter
received from the Concerned CitizensÑexplained that it was addressed to M.
Wulkan with copy to CCAC Members; also no updated information of the discussed
Del Mar mixed use project has been received
