how in the late 1980Õs per BOS action a building moratorium was put in place
due to water supplyÑCayucos has 3 water suppliers and total limit of use is 600
sq. acre ft.; meters were installed, and water consumption was reviewed each
year. In 1993 there might be a
water emergency, not short of supply, but demand might exceed the supply;
therefore need to restrict the policy for future will serves. In 2004, there was a water policy to
supplement CSA10A from the Nacimento Water Project. 2006 CSA10A would get up to 80acre ft. of water; eventually
compromised down to 25acre ft. but if more would be needed DPW could come back
and ask for more. This is as an
exchange agreement rather than having actual piping installed. 2007 the Board awarded the fifth and
final contract for 3 pipelines, one intake and facilities pump station. Construction should be completed around
2010. Currently the water needs
are sufficient to meet current and future plans until 2010. The Annual Resource Summary Report will
show that the Level IIA severity will be reduced from CSA10A; a new policy of
will serves will be adopted to allow issuance upon request rather than place on
a list and wait. Re: how it will
be attached to the 3% growth rateÑdepartments public works and planning will
work together. Will serves stay
with the property, and they are only for lots within the URL NOT for any
annexations.

would be available to write up a No Camping ordinance

before the end of the year, or soon thereafter, & below $150,000

more difficult to cross over; if id of any trespassers known [esp. the kids],
please forward with their address to his office so that a letter can be
forwarded to parents of the children.
Access road was closed due to health and safety, yet all property owners
still have access
á Estero Area Plan Update hopefully to
Coastal Commission in Dec. or at least early January
á County Budget for fiscal year 08/09
is in early process stages.
Revenues will increase but expenses do too & at a faster rate; need
to become more efficient & unfortunately trying to decide what levels of
service will need to be cut.
Jan. 22 is a strategy session to discuss issues & is open to the
public; June the budget will have to be balanced.
á Re: permits: Ministerial vs discretionary: ministerial works efficiently as long
as standards are met; discretionary obviously has a higher level of review, MUP
being the lowest level of review.

COMMITTEE REPORTS:
Bill BenicaÑproposed the possible Lost at Sea Memorial Bell to be
located at or near the Pier in Cayucos.
Project is without any corporate money, does have some support from
fishermen of Morro Bay. At widest
pointÑ2 ft for brass laurel wreath, then tapers down to 18inch base. Height of entire structure [base with
bell, wreath and laurel wreath around the bell on top] is 66inches/5ft. 6
inches. Two versions
providedÑone with laurel wreath, one without. Would like to make it permanent with either granite or
concrete, but tated that it should not interfere with the focal point structure
of the dolphins. This was to be
brought up earlierÑunder public comment/oversight by the council. Handouts
of proposed memorial distributed to all reps to review, discuss with community
residents and provide feedback next month for consideration of the project.
Land Use: met 11/5;
summary of referrals presentedÑthen discussed revised Held Project for downtown
Cayucos to be located at 143 Ocean Ave. Discussion of parking waiver for the
three spots to see if applicants would do an in lieu fee if applicable by the
time it would be finalized. Not
really per Smith Held. Fees have
not been approved or even processedÑwould be like signing a blank check, Motion: [H. Wiese] to accept and
support the proposed project for 143 Ocean Ave. as presented on submitted
revised plans showing two stories, 28ft. height and a waiver for 3 parking

Discussion
by M. Carnegie regarding the newly constructed/renovated Cass House and how it
is such a nice addition and signature to the community was brought up and that
perhaps a letter of appreciation or resolution should be drafted. Motion: [G. Bettencourt] to have
Mary Ann work with Supervisor GibsonÕs office in drafting an official
resolution showing the communityÕs gratitude and appreciation for renovating
CayucosÕ historical Cass House [2nd-L.
Fishman] Verbal vote
carried. No naye votes.
Public
Safety: discussion of possible cl;ean up day
for creeksÑSupervisor Gibosn stated that one can pull trash out of the creeks,
but donÕt cut down willows, etc. Other agencies Ðie Fish & Game, Corps of
Engineers, Coastal Commission, Water Quality Control Board, etc. have definite
rules and regs.
Ad hoc Committee formed [Mike Hargett, Gregg
Bettencourt, Chris Pope & Ðheaded by Dirk Langer] to work with Jim Reddell, Downtown
merchants, & Public Works-on various options/solutions. Sup. Gibson will also try to find
out more & with whom to work with in Public Works re: concerns discussed.
As a
carry over from last month and to
allow further public input-old business items of speeding/parking/camping it
was requested {D. Lannger] to discuss under public safety now
Karne Elliot brought out how camping
trailers/rvvÕs que up on 3rd to dump raw sewage into street drains;
brought out that more info. Is neededÑlicense #/Ócatch them in the actÓ; but
dumping is clearly an infraction of the clean water act. Water Regional Quality Control Bd.
Needs to know but with more evidence.
Motion: [ L. fishman] recommend that a letter be sent to Dave Flynn of Public Works to draft an ordinance/document for the community of Cayucos that would allow no overnight camping, and that posted signage would be placed to so indicate.[2nd J Carsel] Motion passed unanimously with the 13 members present.
D. Langer read memo from
residents of Precinct 4 concerned about speeding on south Ocean Ave. Main concerns were that excessive
speeding, public safety and limited law enforcement still exist and wanted to
be sure to have these concerns made a matter of public record.
Possibilities:
stop sign on 13th St.; reduce speed to 25; try to have increased
presence of law enforcement

Cooper of County Planning/Parks will walk with those interested through the
proposed Norma Rose Park layout on Friday Nov. 30, 10AM. This is for information purposes only
as the park is moving forward.

OLD BUSINESS
a. Park and Ride locations: [M.
Hargett] seems, per the committee
& public input received, that most are not happy with 3rd and
Park St. being offered as possible park and ride. Alternate locations are being looked into. Regional transit has money for leasing
area, plus maybe tr5ying to incorporate the idea of providing additional
parking could be a possibility.
Will continue to work with d. Flynn; have identified 5 possible
propertiesÑPollard properery, various vacant lots. Updates will be forthcoming
b.
Parking waivers for downtown core: it has been recommended to develop an ordinance or review
the idea of an lieu fee for parking/fees for non-parking. More information needs to be found out
for the process to evolve first and updates will be given. [Per Supervisor Gibson: Parking Improvement DistrictsÑwork with
chuck Stevenson and Mike Wulkan on this.

Viewshed ordinance: after
discussion regarding recent planning commissioners hearing on this ordinance
and how common grounds seemed to have been reached in the need to protect
viewsheds, their unanimous 5:0 vote to support their comprehensive drafted
ordinance a motion was finally presented.
Motion: the Cayucos Citizens
Advisory Council recommends to accept and support, as drafted by the Planning
Commissioners on Sept. 27, 2007, the proposed ordinance for Section 22,92.020 areawide
standards, Adelaida Planning Area -- of the County Land Use Ordinance, Title 22
of the County Code. This ordinance
would protect views of the scenic coastal area as seen from Hiwy 1, Old Creek,
Santa Rita and Hiwy 46. Motion carried: 10 ayes; 3
noes [no abstentions]. Letter to be sent to M. Wulkan and all
Supervisors so indicating.

to express their concerns and more from the public are attending, the meeting
