groundbreaking ceremony June 17;
¥ letter for amendment for stripping on
parking for downtown Cayucos read, some parallel, some handicap, and some at

and Ride at 3rd and ParkÑ[contact Dave Flynn re: thisÑwere neighbors
contacted?]Ñconcerns for identifying this, signage, already have overnight RV
parking; per public inputÑwould like to maybe have an ordinance or signage for

Sheriff: 134 service calls in 2007
compared to 219 in Õ06; past month had arson, more vandalism of rocks thrown
into vehicles, and burglarized; July 4 had 24 calls compared to 67 in Õ06Ñonly
13 arrests this year. The holiday
overall was well controlled. Re:
possible ordinance requesting no overnight campingÑwill need to investigate
more to verify possiblilities.

later; currently there is no final draft on the Events Ordinance; new revised

If
you parked up on 46 at Thunder Cyn. you could see the July 4 fireworksÑfirst
fog in 14yrs. Ðthe parade was great and the event was very successful, and
Òbrace yourselves for next yearÕs eventÓ; can now begin work to develop a great
website and promote business; has found out that CCC might be able to do street
sweeping on weekends for free.
Supervisor Gibson:
á Has been discussing with Ernie DelRio, Pks.
Superintendent, Co. Risk Mgrs and insurance personnel as a priority to reach a
settlement on replacement for damages incurred at Hardie ParkÑmay be as soon as
July 24Ñwould be minimal design change, then need to approve sole source,
available dollars to meet deductible, and verify it was arson. Thinks the deductible may be $10,000
will keep all posted on how this might be handles since many in the community
have offered to assist in various ways.
á The County Budget was recently approved for $475
millionÑfor 2600 employees, 25 depts. 100+ divisions, untold number of
programsÑwill be able to maintain the status quoÑWARNING though that next year
dollars will be harder to come by with the real estate market flattening out,
cost of business going up, etc. and finances are basically controlled by what
happens in Sacramento
á ¥North Coast Area Plan was approved at the Coastal
Commission , Estero Area Plan is up next with the rural areasÑcould be
Aug./Sept. . Much was learned from No. Coast Plan that Estero may be smoother
á ¥There still are legal challenges with the hills and
subdivisions to provide enforcement; will need to work on further feedback for
possible solutions, get some good solid statistics, work with Fire/CDF with
concerns for the dry hills and increased chances of fires starting; perhaps
even insurance companies

Public Safety:
concerns brought out on the usage and safety of signs, tables and chairs
on narrow, smaller, sidewalks; distributed the current sidewalk ordinance for
all to read, familiarize themselves with and be prepared to discuss next monthÑplace on the agenda Nola-of Co. Public Works stated there are certain
requirements to be followed for ADA, minimum widths, cannot be blocked, access
must be maintained, Tom Stokes of the Co. enforcesÑ1st a letter is
sent, then items are removedÑthe process is there for protection to both County
and property owner.

Old Business:
A.
amendments to revise CA
Land Conservation Act for Ag.
Land-Terry Wahler/County [originally listed as item C, moved forward] presented a history on the process
detailing out definitions, etc.
beginning with the 1985 LCA [land conservation act/Williamson Act] how
it provided property tax relief to protect ag lands, open space and
recreational uses; and how several offices coordinate efforts to preserve the
implementation of the act and the various contracts. Recent trends have lead to amendments and the importance of
the Laird Act, AB 1402. A matrix
is being established to have compatible usage rules, clarify methods to size
properties, and narrow the uses that were formerly allowed., protect from
potential financial penalties, etc.
Currently the document is in public and environmental review. In the Fall should go before the Planning Commission and Bd.
Of Supervisors. Basically is
trying to tighten the rules to better protect ag lands and make sure
agriculture is supported. Larry Fishman suggested that the council should
send a letter to support the document and to just take a more careful look at
accessory structures.
B.
Hallemeyer Golf Shop on
3288 Ocean Ave. Architect Jon
McAlpin was present, along with the client to present the project again, with
additional input per the request from last monthÕs meeting. That precinct reps had an opportunity
to discuss with neighbors and community any concerns of the project in a mostly
residential area. Also, One
parking space will be requested to be waived from the 5 required. Will have Handicap and added tandem
parking; business hrs. are M-F 10-4, so parking available rest off the time for
others. Lot size is 29 x 40;
height will be just below 30Õ allowed for commercial area; Motion: [J.
Carsel]: to support the project
and the request for the parking waiver, as well as to carry over from last
monthÕs discussion that if the business should change down the roadÑa similar
fit or certain conditions would perhaps need to be placed on the project at
that time. Also that signage would
be minimal and not neon lights. 2nd: [Harry Wiese]. Roll call voteÑcarried unanimously. [12 for, 1 abstain.]
C.
Weyrick Project for MUP
for 2 retail spaces; 2 offices 1 caretaker unit; 273 OceanÑapplicant not
present; though County planner, for the project, was, to answer concerns
questions. Parking issue still
major concern since original approval with another owner centered on the
win-win situation that seemed to be derived out of the project with a parking
agreement worked out with the nearby church (off-site). This avenue had not yet be re-explored
with the current new owner and was preferred to be re-examined before moving
forward. Therefore: Motion:
[L. Schoennauer] to have the applicant look into working out a new parking
agreement with nearby parking lots (Cayucos Supermarket or the Catholic Church)
to see if the number of spaces of being waived could be set up with either
business under a new and valid off-site parking agreement, in order to meet the
parking requirements within 300 feet.
And when anything was confirmed to let us know. 2nd [M. Hargett] carried unanimously via a verbal vote.
NEW
Business:
A. Parking in the down town core was deferred until the
next down town enhancement committee meetsÑMonday, August 6
B. Advisory Council Priorities and County
Guidelines for Advisory CouncilsÑhandouts given to those not on emailÑrest
received via e-mailÑwill discuss after all have read and familiarized
themselves with the documents.
Also, everyone needs to do a ranking of prioritiesÑ1 being best and we
will compare and formulate a list next month.

Selkirk was recommended by Precinct 8 Rep. Larry Fishman to be the alternate
for that precinct, a filled out application was turned in and his appointment
