ministerial project on OceanÑwas reviewed by the intake planner; conditions
were not set; a topo map is needed to set benchmark; ANG inspector has been informed, but
process is that the applicant calls for the inspection; several other questions
from the floor ensued; however, an inspection has to be made every 6 months
otherwise apply for an extension; applicant has been informed of concerns and
complaints. Concern expressed on def. Of parapet vs. a deckÑwould it make a
difference?

ordinance--similar
to Oceano; signs on Hwy 1 helped out; beware though, as ordinance covers the
entire community, recently was made a parking violation thus becomes a civil
issue; discretionary enforcementÑon public premises, not private property; is a
$200 violation in Avila; posted on signs as a deterrent; sometimes just
regulate certain streets but then campers would move around. Questioned the processÑgoes to BOS
first [maybe in July]; signs would be approx. 1.5 x 1ft. if town-wide will be posted on entrances
only. Motion: [J. Carsel-to ask for the support of
the BOS to pass an ordinance in the form of the present one, but expanded to
include entire length of Cabrillo, South end of town and within the entire URL
of Cayucos. Signage to be at town
entrances and in designated problematic areasÑespecially around 3rd
St. 2nd L. Schoennauer-carried unanimously.

speeding laws; also re: inspections on projectsÑthere is a process and will
discuss with building to respect the balance of the process
á Gates have now been installed at
both north and south entrances to hillsides, and someone placed 2 large rocks
at one of the gates to make entrance even more difficult.

á Viewshed Ordinance-final action on
12/5/07, was able to participate in this hearing as property was not involved
since now only 1 mile from Hwy. 1Ñjust put on the records that it was a gross
insult to our community and to viewshed protection
á Re: policy of staff participation at
all council meetingsÑend by 10PM; excuse staff by 8:30/9:0PM. Management says staff needs to get home
earlier unless extraordinary circumstances.
COMMITTEE REPORTS:
Land Use: discussed the idea of porches enclosed & to be or not be a
part of GSAÑarchitects Jon McAlpin /John MacDonald not present to provide input
on projects under discussion tonight.
Had been discussed at land Use Committee on Dec. 4. Esposito Project, 198 Ocean Ave. AKA Chevron gas
stationÑmet with full support from the Land Use Committee. Parking is better arranged for safer
traffic flow on busy corner, more ADA compliant; larger retail sales for food,
no sit down dining, only gas station in town, good fast food service for beach
traffic. Should business change in
future-review again.

for gates; graffiti is not a problem in Cayucos yet, but should there ever be
any seen please report immediately in order to stay on top of this; also wants
to thank local jeweler for cigarrett butt containers and for the Sr. Center for
helping pay for them.
Margaret Ambrose Savage asked to form an ad hoc committee for
traffic concerns on Ocean Ave.
Hopes to employ non-traffic engineering designs to calm traffic. Will meet with a few other members, Co.
PW to come up with possible solutionsÑlimit committee to 3-4 maybe contact Vera
Wallen /Dirk Langer

Recreational: Shaun Cooper of County Planning/Parks met with interested
residents Friday 10am to visually mark off proposed park and its being moved 80
ft. north because of underground fiber optics Motion: M. JaquaÑaccept the changes on the park
being moved 80 ft. north, otherwise there are no other substantial changes. 2nd J. Carsel. Roll Call vote-unanimous. Parks will update us as progress
continues.
Community Design/Utilities/bylawsÑno reports
Ad Hoc-Sidewalk Committee-working with businesses; will meet with the CC in Jan.
OLD BUSINESS
A. LOST AT SEA MEMORIALPROPOSED. BILL BENICA discussed proposed memorial as just wanting a
memorial for ceremonies held in the small plaza outside of the VetÕs Hall on the pier side. Memorial names no namesÑis for ALLÑi.e.
fishermen, boaters, militaryÑanonymous. Parks Dept. will have say, but would
like the blessings of the council since the proposed memorial will be a
permanent part of annual ceremony held.
Will work with Vet Hall management; was suggested that the clapper be removed
when not in use to prevent unnecessary noise and possible vandalism of this
item. Perhaps even bring a mallet instead of a clapper. Motion: [G.
Bettencourt] to accept as presented, the Lost at Sea memorial to be installed
near or somewhere about the VetÕs Hall 2nd[L. Fishman]. Verbal vote taken and no opposition was
voiced.,

Events
Ordinance: A clean version had been emailed or
handed out to all. Ag. Tourism
Coalition letter also read to see how or if the ordinance complemented their
concerns. Constructive comments
centered on how practice al and timely the process would or wouldnÕt be for
permits, would applicants be aware of the reality of the timeline for such
permits? MUP usually take 4-6
months. Ordinance had been
directed by the BOS in 2004 because of the cumbersome processÑbut has this one
gone through County Counsel for input there. Seems to deter events.
The positive side is that wineries have been formally defined and with
them hosting several events this was beginning to impact surrounding
neighbors. A table format as provided
by the Planning Commission for a clearer understanding might be more helpful
for all in order to view the process all in one place. Mainly would like to see the proper use
of Ag. Land with non-Ag. functions to protect Class I lands especially. . Motion: [J. Carsel] accept the
